site-admin repos page: use faster stats table queries

This replaces the previous transitional solution with the faster solution that uses the newly-added (#40577) repo_statistics table.

Everything stays the same from the database layer up: same numbers, same GraphQL interface, etc.

  • Manual testing of repo page by visiting the page in browser
