codeintel: Add experimental docs to enable auto-indexing

@eseliger and I have been working on deployment docs for the executor. We've roughly drafted those to be correct, then I threw this down as a template.

@olafurpg: Feel free to do as much or as little as you want to the structure of the docs we have here.
