Closes #5576 (closed). Refines Blockquote standardization aligning with the DLS mockups.

Changelog

  • Blockquotes without a border are centered
  • Inline blockquotes have more border padding
  • Non-inline blockquotes (i.e. those in columns) flip border to top-horizontal on mobile

Test

  1. Ensure prettier has standardized the proposed changes.
  2. Test blockquotes on: Case Study pages, Use Case pages, Quote Carousels, Blog posts
