Standardize BlockQuote variations

Who? (Stakeholders): Tracey What?: This ticket will consist of a few parts:

  1. CPT audits & outlines all existing blockquotes.
  2. Brand Design brings them into the DLS & synthesizes our variations for standarization.
  3. CPT implements new blockquote standardization guidelines.

Why? There are a handful of blockquote variations which leaves us vulnerable to brand deviation. We should have a few agreed upon variations nailed down in our DLS.
