Move ./precise-code-intel into ./cmd/lsif-server

This moves precise-code-intel into the cmd-lsif-server, where we can rename the whole service in one go. This will also allow us to replace parts of services with go code more easily as we'll be in the right spot to add code into cmd/lsif-server and/or the shared internal package.
