Web: Add badge indicators to hover overlay and file matches.

Add badge indicators in the hover overlay and in the hierarchical view panel. This is a prerequisite step in implementing RFC89, which will display when results from a given provider does not meet some confidence threshold (if a user is expecting precise code intel and we fall back to search-based results, for example).
