Regression: Fix codenav tests.

  • ensure codeIntel.lsif is disabled in global user settings
  • fix two conditions in testCodeNavigation:
    1. tokenization is not forced unless the line is hovered bfore ident selection
    2. the new regex announcement toast blocks xpath from selecting the correct elem
