LSIF: Improved metrics

This adds some metrics around queues and jobs and updates the dashboard. Lots of small files changes are due to imports. The effort was to ensure that the server and worker don't register metrics that they never emit (so the metrics were split into files imported as needed instead of defined in one giant file).
