E2E tests are failing to start due to migrations taking too long to run. I had 2 PRs that failed to pass e2e after multiple retries on e2e. I rebased them two the parent of this commit and they then passed. Note that e2e is also passing on this PR which reverts the commit.

@efritz I'm reverting to unblock CI, I'm happy to approve your PR to unrevert this and then will review whatever you do on top of that to get e2e to work. My best guess is the dblink stuff misbehaving.
