Combine mgmt console and root package.json

Administrator requested to merge single-pkg-json into master

@keegancsmith mentioned this was the primary bottleneck for CI. I had confirmed with @slimsag that there is no reason for them to be separate, and they share almost all dependencies.

Also corrects some yarn calls I noticed.
