doc/admin: improve Jaeger export documentation

Recommend against using type: jaeger in favour of configuring the OpenTelemetry collector, and expand on the docs (including the reverse proxy mechanism). Combined, the two provide behaviour similar to what we had pre-4.0, just in case.
