licensing: include FeatureBatchChanges under new plans and increase changesets limit for the free plan

This PR adds the BatchChanges feature under the business-0 and enterprise-0 plans and also updates the max number of changesets from 5 to 10.

Test plan

Updated unit tests. Manually tested and checked that the UI is showing the a max of 10 changesets when the plan is free (no license)
