insights: add a setting for in-memory aggregation buffer size

The setting is a site setting as this shouldn't be user-controlled

Test plan

Debug-logged buffer size Ran a gql query and observed behaviour was still working as expected, before and after adding the setting (the setting is changed in dev-private when testing locally)
