Add additional iteration process reminders

Adds reminders for

  • During the current and after Tuesday before the next iteration:
    • Adding estimates to issues that don't have estimates (this is important to be done before the Thursday planning meeting)
  • During the current and after Thursday before the next iteration (after the planning meeting):
    • Moving issues from Proposed to Todo or to the backlog, if they have been sitting for over 24h
    • Finding assignees for unassigned issues

Test plan

Issue automation only - no product code is touched. Tested manually locally.
