[a11y] code monitors: cards are now focused when collapsing

When a trigger or action card is closed, the card (or edit button for completed action cards) is now focused.

Also removes the label prop in ActionEditor since it's no longer used.

Test plan

Manually tested with keyboard on both action and trigger cards
