Code Insights: Remove legacy insights UI parts

This is the first part of legacy part deprecation and deletion

This PR removes

  • The setting-based analytics calls
  • Code Insights extension like panels (we used to have them on the home and directory pages)

Test plan

  • Make sure that we didn't delete anything that is still used anywhere in our product
