When I bump the go version to go1.18 the executor step fails since when it does compare hash it doesn't correctly use the older go1.17. Running it fixes it.
Test Plan: CI main-dry-run will exercise compare-hash. When cherry-picked onto the go1.18 branch it turns the build green.
