I didn't manage to solve any of the issues (https://github.com/sourcegraph/sourcegraph/issues/34773 and https://github.com/sourcegraph/sourcegraph/issues/34813), so this ended up just as a refactoring branch.

Test plan

See if the new structure makes more sense than the old one. Make sure that the existing functionality works. (I've done that, it works.)
