Accessibility template: Add additional "Owner" checkbox

Additional Owner checkbox to enforce:

  • Frontend Platform will triage any unassigned issues
  • GitStart are available to be immediately assigned to issues if it is obvious that they should work on it
  • Teams should assign a member to an issue, or show that they plan to do so, if they're going to work on it.

Just for complete clarity so nothing is inferred!
