Hilariously incomplete. Mostly opening this because I want to know how badly everything breaks with the Go 1.18 change in this PR right now.

This will probably be split into multiple PRs before review.

Test plan

Studiously ignoring all the panic statements currently in the code and prayer. (Or, in other words, to be filled out when I'm somewhere near having this ready for review.)
