docker: update alpine images

This is the first-step to trying to address: https://github.com/sourcegraph/customer/issues/763

Test plan

Merging this PR will build new Alpine artifacts using the latest releases of our pinned versions. After this is merged, I will bump all dependent images to use the new Alpine image and

  1. Verify the build works on my workstation
  2. Kick off a main-dry-run/<branch> build to run automated tests against.
