Move new references panel into codeintel folder

And drop the "cool".

This is just mechanic moving of files, which is why I want to do it in a separate PR so reviewing is still possible.

Test plan

  • Since this only moves code: existing tests/linters/etc.
  • Testing it out locally by starting web app and clicking through references panel
