The bug in ctags https://github.com/universal-ctags/ctags/issues/2053 that prompted https://github.com/sourcegraph/sourcegraph/pull/2942 was fixed. This pulls in the fix.

Elixir has been added to ctags, so I removed the custom regexes in our app.
