gitserver: add janitor task for sg maintenance

This adds a janitor task "sg maintenance" to gitserver. For now, "sg maintenance" is disabled per default. Once we are confident enough, we can depricate the janitor job "git gc" in favor of "sg maintenance" and remove "SRC_ENABLE_GC_AUTO".
