insights: Adds insights and dashboards from users and orgs

• PerformBatchMigration works for global, org, and user.
• insight ids are appended with their org or user id.
• Hooks up the new createDashboard method.

I tested this out locally with a larger settings file (55 insights, 9 dashboards) from k8s and didn't see any errors, and at a quick glance it seems to have worked. I'm sure there are some bugs, but roughly it's doing the trick.
