First pass at new indexer formatting

A few open questions I have are:

  • Should we include the Rust indexer?
  • Does cross-repo work for JVM as a standalone feature (that is to say, if you add lsif-java to your CI instead of setting up executors)?
  • Is the Additional features section too generic?
