local dev doc: specify postgres @9.6 everywhere instead of having @11 in some places

This is for consistency with https://github.com/sourcegraph/sourcegraph/blob/master/doc/dev/postgresql.md#version-requirements which says sourcegraph is compatible with postgres 9.6.
