This PR documents the workflow around the CLA-bot that's required to accept an external contribution. Using this checklist, anybody from the engineering team can update the CLA-bot configuration and unblock a contributor.

The link to accepting_contribution.md will be used in the message posted by the CLA-bot to make it easy to find.
