internal/conf: require restart after changing codeIntelAutoIndexing.enabled

Ideally all site config properties are automatically respected (even if that means services just detect that they have changed and restart themselves by exiting), but if they cannot they should be added to this list.

Once in this list, the UI will display a "Sourcegraph must be restarted for changes to take effect" warning.
