batches: Expose ops metrics on service

..and add a section in Grafana for them.

Small hack project I wanted to do for a while now that we have this for the store. As we debugged some things on dotcom around slowness, dashboards and metrics prove to be pretty valuable, so I wanted us to be ready for the day when a customer tells us "it's so slow".
