repo-updater: Observe total repos synced

Administrator requested to merge core/fix-repo-sync-metric into main

We used to populate the metric src_repoupdater_syncer_synced_repos_total until we made the change to use the streaming syncer.

This change ensures that we continue to increment the counter.
