Turn off directory display by default

In preparation for insights over all repos...

Right now, code insights on the repo page appear like:

This is acceptable in terms of what we planned this sprint/iteration (we didn't scope work directly) but not good for the user – no loading states (very important to make them not think things went wrong) or colors appear, for example.

Moreover, now that you can create insights over all repos, suddenly all directory pages will have this. And there's no way to control how many/what insights appear on the directory page, so they stack up really quick.

Directory pages are a valid place for insights to display and we do have user feedback for users asking for specific insights to display here. But until we a) have some level of feature parity with dashboard pages and b) let you configure that, it makes sense to turn off directory display by default.

Note: Someone who is actually a frontend engineer, please just double check that this is the right change :) . I believe so given this similar change.
