remove search pagination

Paginated search was an experimental feature developed for a specific customer, but that customer no longer uses it. Since it hasn't left experimental status, is unused by customers, and can be largely replaced by streaming search, this PR removes it.

Now feels like a good time since it is adding some complexity to the search codepath that is making it difficult to reorganize and refactor.
