Change release date to third Tuesday of each month

I don't like having a fixed release date for a few reasons:

  1. It means we ship on a variable day of the week, which means the weekend has a variable impact on our releases.
  2. This policy doesn't specify what happens when the 20th lands on a weekend (which would happen in April, July, and October).
  3. I don't think the 20th date accomplishes the stated goal of any other number would result in a December release that comes out too close to Christmas because the Dec 20th release would be the Friday before a week where many of our teammates are on vacation.

The third Tuesday every month doesn't seem to cause any edge cases for the next year and allows us to consistently release at the beginning of the week.
