Update Batch Changes developer docs for new team member

This fixes https://github.com/sourcegraph/sourcegraph/issues/17580 by adding more information to our developer documentation for Batch Changes.

The main thing it adds is an overview of the "life of a Batch Changes request" and which code it touches. That should give a good overview of where each bit of important code is.
