monitoring: Disable alerting for syntect_server

Before we tackle https://github.com/sourcegraph/sourcegraph/issues/16578, disabling alerting for these is the right thing to do since every single alert is not actionable currently. With a golden signals based approach, we'll understand real user impact enough to prioritise looking into addressing root causes of worker deaths.
