wip: More query options for external services graphql api

This will superceed https://github.com/sourcegraph/sourcegraph/pull/1068 and updates the addRepositories endpoint to work with external services.

Sending this out for review now because backend is done, but some frontend work remains.

In this PR, but not ready to review yet

  • Feature flag
  • Update UI to call the new APIs appropriately
