search: create experimental feature flag for enterprise home panels

Closes #13418

Can be enabled by adding the following to user settings:

"experimentalFeatures": {
    "showEnterpriseHomePanels": true
}

For now this just contains some placeholder content for now if the feature flag is enabled.
