search: add prometheus labels to search alerts

There were a couple of search alerts constructed without labels (first commit adds them). I noticed while looking at this that some of the titles and descriptions should be swapped (descriptions describe the proposed queries, titles are the notification that go at the top) (this is in the second commit).
