codeintel: Migrate code to enterprise

Move all code intel code into enterprise. This should have been done from the start, but we were never in enterprise/ when we were using TypeScript, and I didn't think to migrate it to enterprise/cmd instead of cmd during the initial port.

Only files with non-path renames:

  • enterprise/dev/start.sh
  • enterprise/cmd/server/build.sh
  • enterprise/cmd/server/main.go
