codeintel: Add FileExists and Archive to gitserver client

This is part of RFC 153: Automatic LSIF indexing.

These new method will be required for the indexer to (1) determine if go.mod exists in a repo so that it's eligible for indexing, and (2) grabbing the content of the repo so we can index it with a clal to lsif-go.
