    Implements a portion of RFC 696: Reduced isolation deployments for executor.

    Determine how to write a jobs spec for what we're currently performing for auto-indexing and SSBC jobs. The artifact of this effort should be a way to translate our current executor jobs into the K8s Jobs API.
