JetBrains: Enable off-screen rendering on Windows

@madppiper suggested: “I'd propose to also add a special rule for windows users (we could detect the OS via system property), because we know that OSR works on those machines. So in that case we could pass the createImmediately() and setOffscreenRendering(true) functions via the constructor. That way windows users benefit from a near-instant popup.”
