Change "New" badge from "Product research" to "Repositories"

Right now, the "New" badge in the settings sidebar is on the "Product research" item. Given this has been around for a while and repositories are now available, we should switch the badge to the "Repositories" item.

I'm not fully clear which team would own this, so I'm pinging @AlicjaSuska, @RafLeszczynski, and @ryphil for clarification.
