This replaces the (currently empty) formal LSIF Server dashboard with three new empty ones for Precise Code Intel (API Server, Bundle Manager, Worker).

These three will ultimately replace the other LSIF / precise code intel dashboards that are not currently in this new form. I will send another PR for doing this soon.
