Do not navigate to the list page in order to check the upload isLatestForRepo value.
Speed up regression setup by transposing the order of the setup. Used to be: clear, upload, wait for each upload in sequence; now is clear all, upload all, wait for all, which allows us to "pipeline" the uploads.
