Adds a precise code intel regression test.

Some things I'd like explicit feedback on:

  • Is storing canned gzipped dump files alright? (they're ~2MB each)
  • This now requires src-cli to be on the PATH - any concerns?
  • Should lsif dumps be put into the resource manager so they can be destroyed on test teardown?
