grafana: re-instate gitserver dashboard

this is an old dashboard that for a while had broken metrics (no data points) and was deleted in one of my PRs (my bad).

i tracked down two bugs:

• datasource mismatch
• label predicates

it works locally now. i'll test the rest of contexts
