Document when to introduce new services or not

I'm not 100% confident in the wording here yet and would like to think about it some more before committing to this, but it has been on my mind a lot lately and I wanted to quickly jot something down on paper.
This is my attempt at documenting how I personally choose when a new service should be introduced, and more importantly, my attempt at documenting the complexity involved in introducing a new service particularly from a deployment in customer environments standpoint.
