authz: Add scanprotects tool and increase debug logging

Added a lot of extra debugging to perforce protection file scanning.

Also added a command line tool, scanprotects that can be used to scan the output of a protection file and log the details.

Note that we also needed to thread our new logging library into the provider and scanner code in ordere to capture logs for test assertions.
